Nonappropriated Fund Personnel System
DCPAS establishes policy and provides clarification and interpretation of laws and Government-wide regulations for the Nonappropriated Fund (NAF) Personnel System to customers within and outside of the Department of Defense (DOD). The Secretary of Defense has broad administrative authority over most NAF personnel policy, in contrast with the appropriated fund programs that the Office of Personnel Management administers. DCPAS delivers policy, guidance and technical support in the strategic design and analysis of NAF employment, NAF compensation, NAF performance management, NAF classification, wage and salary, benefits, work life, workforce restructuring, and transition programs for more than 100,000 NAF civilian employees. NAF Programs support DOD Morale, Welfare and Recreation programs, exchange resale activities, healthy communities, “BeFIT” families, and troop readiness.
