DOD LR Level 1

  • Labor Relations Advisor Level I:

    Labor Relations Advisor Level I is a 5-day interactive course designed to provide Labor Relations Practitioners with the basic tools necessary to appropriately meet the demands they face in the Department of Defense. During Labor Relations Advisor Level I, Practitioners will participate in a series of lectures, group discussions, and activities covering the history of labor relations in the federal sector, the role of a labor relations practitioner, principles of labor relations covered by the labor relations statute, fundamentals of collective bargaining, grievances, and unfair labor practices. Upon successful completion of the course, Practitioners will be eligible to attempt the Labor Relations Advisor Level I credentialing exam. All Labor Relations Advisor Level I credentialing exams are delivered online/remotely. Individuals with a score of 80% or above on the credentialing exam will be Labor Relations Advisor Level I credentialed.

  • Labor Relations Advisor Level II:

    Labor Relations Advisor Level II is an 8-day interactive course during which Labor Relations Practitioners develop the necessary skills to meet the advanced demands they face in the Department of Defense. Labor Relations Advisor Level II is delivered in a hybrid format, with the first 5-days held in-person, and the final 3-days held virtually. During the 5-day in-person session, Practitioners will participate in a series of lectures and group discussions covering the negotiations process and fundamentals of bargaining, practical administration of the labor relations statute, and negotiation techniques. The in-person session concludes with Practitioners negotiating a collective bargaining agreement in a negotiation workshop. During the 3-day virtual session, Practitioners will participate in a series of lectures, group discussions, and activities covering drafting proposals, duty to bargain, and negotiability. Upon successful completion of the course, Practitioners will be eligible to attempt the Labor Relations Advisor Level II credentialing exam. All Labor Relations Advisor Level II credentialing exams are delivered online/remotely. Individuals with a score of 80% or above on the credentialing exam will be Labor Relations Advisor Level II credentialed.

  • Labor Relations Advisor Level III:

    Labor Relations Advisor Level III is a 16-week directed study course during which Labor Relations Practitioners will examine the body of law governing federal labor relations to develop an advanced understanding of the subject area. Practitioners will analyze the impact of precedent-setting case law on representational matters, unfair labor practices, and arbitration exceptions to meet the complex demands they face with respect to labor relations in the Department of Defense. During this directed study, Practitioners will participate in mandatory meetings with their Advisor/Mentor, complete various work assignments, and deliver presentations on assigned subject material. Practitioners and Supervisors should expect that program participants will need to devote a minimum of 6-8 hours per week toward course completion. At the conclusion of the 16-weeks, Practitioners will be scheduled to complete a one (1) hour oral examination in front of a board of subject matter experts to demonstrate mastery of course material. Upon successful completion of the examination board, Practitioners will be Labor Relations Advisor Level III credentialed.
