Federal statutes and regulations require that agencies establish programs for the continuing development of senior executives in accordance with Chapter 33 of Title 5, United States Code and Part 412 of Title 5, Code of Federal Regulations. Executive development is not only essential to carrying out vital mission functions, it is also a requirement of law.
