Unemployment Compensation Program Training

The Defense Civilian Personnel Advisory Service (DCPAS) Unemployment Compensation (UC) training program was designed to provide the foundation that Unemployment Compensation Program Administrators (UCPAs) need to appropriately administer the UC program and safeguard the Department of Defense’s funds. This training program is conducted virtually and contains information and exercises that will reinforce UCPAs knowledge and understanding of the UC program.

There are four training courses available that examine different subjects within the UC program. These courses are designed specifically for UCPAs and are presented by DCPAS UC specialists. The courses that are offered include: UC Basics, UC Forms, UC Appeals, and UC Defense Injury Unemployment Compensation System (DIUCS). 

  • UC Basics:

    This course will provide an overview of the UC and Unemployment Compensation for Federal Employees (UCFE) program. In addition, this course will describe the responsibilities of UCPAs. Topics that will be discussed during this course include: the UCFE rules and regulations, forms used in the administration of the UCFE program, filing appeals and preparing for appeal hearings, and the billing reconciliation process. There is a limit of 30 participants for this course.

  • UC Forms:

    This course will provide the purpose and description of the forms used in the administration of the UCFE program. Topics that will be discussed include: how to complete the SF-8, ETA-931 and ETA-931A, how to use the SF-50 for UCFE purposes, and descriptions of the ETA-934, ETA-935, and ETA-933. There is a limit of 30 participants for this course.

  • UC Appeals:

    This course will provide an overview of the UC appeals process. Topics that will be discussed include: the different types of appeal notices, when and how to file an appeal, how to prepare for a hearing, and further appeal options. There is a limit of 30 participants for this course.

  • UC Defense Injury Unemployment Compensation System (DIUCS):

    This course will provide UCPAs with the knowledge they need to navigate DIUCS in order to perform various UC tasks. Topics that will be discussed include: how to complete the ETA-931 and ETA-931A in DIUCS, how to complete the appeals status screen, and a description of the various UC reports available in DIUCS. There is a limit of 30 participants for this course.
