Injury Compensation Program Administrator Credentialing Program

DCPAS developed the Department of Defense Injury Compensation Program Administrator (DOD ICPA) Credentialing Program. DCPAS also manages the program. The DOD ICPA Credentialing Program is intended for Federal employees in the Injury Compensation Specialty. The Program focuses on interpreting and applying statutes, regulations, and policies governing Injury Compensation for Federal employees. 

ICPAs earn “credentials” through completion of the two-tier DOD ICPA Credentialing Program. The overall program consists of two examination levels. The employee must attend the two (2) resident courses offered by DCPAS and complete the corresponding exam(s) in sequential order.

  • ICPA Level I

    To be eligible to take the Level I exam, an employee must take the ICPA Level I course, pass the post-test with a score of 80% or greater, and must be in the 0201 or 0203 job category or in a position requiring Federal Employee Compensation Act administration/management duties.

  • ICPA Level II

    To be eligible to take the Level II exam, the employee must hold a certificate for ICPA Level I, complete ICPA Level II training, and pass the Level II comprehensive examination with a score of 80% or greater. Additionally, the employee must be in the 0201 or 0203 job category or in a position requiring Federal Employee Compensation Act administration/management duties. NOTE: To retain your ICPA Credentialing certification, you must be in the 0201 or 0203 occupational series or in a position requiring Federal Employee Compensation Act administration/management duties and successfully pass a recertification exam every 3 years.

  • ICPA Level III

    To be eligible to take the Level III exam, an employee must hold a certificate for ICPA Level II, complete ICPA Level III training, and pass the Level III examination with a score of 80% or higher. Additionally, the employee must be in the 0201 or 0203 job category or in a position requiring Federal Employee Compensation Act administration/management duties. NOTE: To retain your ICPA Credentialing certification, you must be in the 0201 or 0203 occupational series or in a position requiring Federal Employee Compensation Act administration/management duties and successfully pass a recertification exam every 3 years.
